Loretto Board To Apply For TDOT Planning Grant

Leaders with the City of Loretto voted Tuesday to apply for state grant funds that would pay for engineering costs associated with the development of a master plan regarding bicycle and pedestrian traffic throughout the city.
City leaders plan to apply for funding made available through the Tennessee Department of Transportation’s Community Transportation Planning Grant. During Tuesday’s meeting of the city’s Board of Aldermen, Loretto Mayor Jesse Turner pointed out, “We already have a simple plan, but this would give us a more thorough master plan.”
When planning a public input meeting on the sidewalk plan in October Turner explained, “The city plans to apply for a Transportation Alternative Program (TAP) Grant through the Tennessee Department of Transportation to help fund the project. Transportation Alternatives are federally funded, community-based projects that expand travel choices and enhance the transportation experience by integrating modes of, and improving the cultural, historic, and environmental aspects of, our transportation infrastructure. TA projects must be one of ten eligible activities and must relate to surface transportation.”
Turner said that the sidewalk plan is the first phase of a long term plan to re-grow the Old Town area. “So many of us here in Loretto have fond memories of the downtown area…Old Town Loretto is a unique area that has seen some recent redevelopment and has the potential for much more.”
Turner said that development of a detailed plan would cost between $30,000 and $35,000. The grant funding being sought requires a ten percent match on the part of the city, meaning that the city’s share of the funding run between $3,000 and $3,500.
Turner explained that once they have the plan in-hand, “That opens up the door. There’s another grant program open right now where you can do sidewalks along state highways…that is actually a 95%/5% grant.”
Alderman Stan Methvin asked, “Is it contingent on the study?”
Turner responded, “It doesn’t say that, but I think you’d be better off having your master plan to get that 95% money. But with the new pool and everything I think we can get some sidewalks, some pedestrian access up on the highway to the pool and back in the neighborhoods.”
